Resource Description 

An 8-month public policy and leadership program for Indigenous and racialized immigrant/refugee youth. Participants learn how public policy works, explore issues affecting their communities, learn advocacy and stakeholder-engagement skills, work with mentors, and develop a policy ask/proposal addressing an issue in their community.

LEVEL is a youth engagement initiative of the Vancouver Foundation focused on addressing racial inequity by building the leadership capacity of Indigenous and racialized immigrant and refugee youth.

Who Can Benefit From?

  • Indigenous youth aged 19–29 living in B.C.

  • Racialized immigrant and refugee youth aged 19–29 living in B.C.

  • Young people interested in leadership, advocacy, public policy, and community change

  • No previous policy education or experience is required

Application and Procedure

  • Application deadline: October 30, 2026

  • Apply through the LEVEL Youth Policy Program online application

  • Review the eligibility requirements, FAQs, and self-reflection questions before applying

  • The program runs for 8 months, from February to September 2027

  • Participants must attend online modules and required in-person sessions in Victoria and Vancouver

  • Participants complete assignments, activities, mentor meetings, and a final policy project

  • Final decisions will be communicated by email in December 2026 or January 2027
